    (Spencer)– A Hartley man is accused of forging a name on a bill of sale and title to a vehicle. The Clay County Sheriff’s Office says it stems from an investigation into a complaint. The suspect, 34-year-old William Mattingly, was arrested August 22nd on charges of forgery and operating without the owner’s consent.
